The Priest River radio channels for EMS/Fire and law enforcement have been returned to service. These channels are funcitoning but these channels continue to provide the reduced range you have recently experienced. You may experience better coverage using other available channels for the night.

A defective component has been identified that is the cause of this poor performance.  A temporary replacement component will be installed tomorrow, Wednesday, November 19. That work will take abot an hour. This will allow us to ship the defective component to the manufacturer for repair and thorough testing.

There have been reports of poor performance on the Priest River EMS/Fire radio channel. Specifically the reports indicate dispatchers experiencing difficulty hearing units in the field on that channel.  The technical team is working to investigate the issue at this time. The cause of these outages is related to the wind storm which has knocked down trees on to power and phone lines. Crews are working to restore service at this time. It is unknown when they will be able to complete repairs. Please be patient as this storm was wide and severe and these crews are working many such outages.

Technicians identified and corrected a problem with the circuit connecting the Priest Lake base station at Coolin.  Successful test pages were made and units in Priest Lake now report good quality audio coming from the dispatcher.

The State of Idaho Public Safety Communications team is currently in the process of moving all equipment into the newly completed building, including Bonner County systems.  The entire team is working as rapidly as possible while maintaining high quality workmanship. Service to the EMS/Fire repeater at Schweitzer will be restored no later than Friday, October 19, 2012. Every effort is being made to complete it before then.

The Baldy Law Enforcement channel is back on the air with no expected outages at this time.

On October 15th through October 27th the state plans to move into the new building on the Schweitzer communication site. This relocation project could take up to two weeks to complete.
 

October 2, 2012

 An electrical outage at the Schweitzer Mountain communications site has been scheduled for October 10, 2012.  Bonner County utilizes a battery backup system at this site so this outage is not anticipated to disrupt service.

However, it is possible that service to the EMS / Fire Dispatch Network channel on Schweitzer Mountain could be disrupted, particularly if the duration of the outage is longer than expected.  For this reason it is recommended that your communications plans be reviewed and your personnel be prepared to take appropriate action should a disruption of service from this site occur.  No other channels of the EMS / Fire Dispatch Network would be affected by an outage of this site and would remain available for use.

This outage will have no impact on law enforcement communications.

NOTICE - for Tuesday, August 21, 2012

The Bonner County courthouse communication site will be offline on Tuesday, August 21st, from 0930 until approximately 1400. This outage will affect  the EMS/fire and law enforcement channels  but will be kept as brief as possible. All other sites will remain available for use during this time.

The State of Idaho has announced changes required for the VHF EMS frequencies.  These are the frequencies commonly identified as EMS 1, EMS 2, HEAR 1, HEAR 2, Statecom, Hospital, Ambulance, etc.

The changes will occur during the week of September 10, 2012.  Anyone using these frequencies must also make the appropriate changes during that same week. 

This will affect all EMS agencies, hospitals and any other agencies who have these frequencies programmed in their radios.  Anyone using these frequencies who does not make the required changes risks being unable to communicate with hospitals, ambulances, Statecom and others on these frequencies.  Failure to make these changes could also result in interference to others.

These frequencies are key components of interoperability plans nationwide.  When the announced changes are complete, the use of these frequencies by EMS in Idaho will be in compliance with those plans as well as the FCC narrowband mandate.

Questions regarding these changes should be directed to Mr. Robert Hugi, Idaho Statewide Interoperability Coordinator (SWIC), Public Safety Communications at 208-288-4007.

What follows is the relevant information necessary for technical personnel to implement the required changes:

    The frequencies being changed are:
    EMS Frequency 1 (A.K.A. VMED28):  155.340 MHz simplex
    EMS Frequency 2:  155.280 MHz simplex

    You must:

  1. Ensure that your radios are programmed for narrowband (12.5 KHz or 11K2F3E) operation on these frequencies.
  2. Program your radio to transmit sub-audible tone of 156.7 Hz on these frequencies.  This is also known as PL, CG or CTCSS.
  3. Program these frequencies for carrier squelch receive (CSQ).  Do NOT program the radio for PL, CG or CTCSS on receive on these frequencies.

The Sandpoint Baldy radio site is currently experiencing an unexpected power outage. All equipment at the site is running on limited battery power. NLI advises that crews are en route to address the problem. They anticipate that the outage will be at least one hour.


Radio systems for law enforcement, EMS and fire have sufficient battery to provide power for the duration of this outage. These systems should not experience any difficulty. However, you may hear a tone on transmissions from these channels that indicates we are running on battery power.

Power has been restored to the Schweitzer radio site and all systems are operating normally.

The systems at Schweitzer are now located in a temporary facility due to the State of Idaho building construction project. The temporary facility does not have backup power at this time.

Advisory - Due to a storm related power outage, the Schweitzer EMS/Fire communication systems are down. In addition, the Baldy communication site is operating on backup battery power.

Reminder - The State of Idaho is continuing relocation of the Schweitzer site into a temporary building today (7/19) and tomorrow (7/20). Expect intermittent outages of the EMS/Fire channel on Schweitzer Mountain beginning July 16th through July 20th, 2012. On July 16th and 17th the system will be off the air for extended periods of time. Other channels in the EMS/Fire Dispatch Network will not be affected. Please use any other channel such as the Courthouse, Samuels, Clark Fork, etc. channels, as appropriate for your needs.

These outages are due to relocation of the equipment to a temporary facility during construction of the new building. As planned, the State of Idaho is replacing the building on this site this summer. Bonner County will enjoy improved reliability, quality and security of its systems located at Schwetizer Mountain as a direct result of this project.

Outages of the Schweitzer channel will be kept as brief as possible. However, these outages are necessary for the building replacement project to continue.

The Law Enforcement Dispatch Network will not be affected by this project.

Amatueur radio systems also located on Schweitzer Mountain will experience similar outages.

The Samuels VHF channel on the EMS / Fire Dispatch Network (EFDN) is now alive and available for testing.  It is connected to the network so, as with all other channels on the network, anything said on this new Samuels channel will be heard on all other channels in the network.


Please understand that, for the moment, this channel is in a testing phase.  We encourage you to use the channel and and give us your feedback on its performance.  Your feedback is extremely important during this phase.  At this time we ask that you not rely on this channel as you would the other channels in the network as it is very possible there may flaws we are not yet aware of.  This is why we test these new channels thoroughly before advising you to rely on them for normal service.  The feedback we receive from you will help us determine when the channel is ready for normal service.

The EMS / Fire VHF radio system at Clark Fork is currently experiencing technical difficulty.  Dispatch is not able to hear mobile and portable radios using this site.  However, mobile and portable units will continue to hear dispatch and paging continues to function properly on the Clark Fork channel.

This problem only affects the Clark Fork EMS / Fire channel.  All other channels are functioning properly at this time.

There will be radio maintenance at the Sundance communication site on Wednesday, August 17th, 2011. The PL Tac channel is expected to be offline for half of the day and the primary EMS channel for about 10 minutes. A notification will be sent out prior to disruption.

As many of you already know, there was a massive eruption of solar flares on August 4th.  Not only has this given us nightly shows of the beautiful Northern Lights, it also causes disruption of communications and power circuits.  Although things appear to be settling somewhat, the solar activity will remain strong for the next few days or weeks.

This maks it even more important that mobile and portable radio users select the correct repeater for the area in which they are operating. Always select the repeater channel that provides the strongest signal for where you're at.  This is as important as making sure your equipment is in good repair and functioning properly.  If your signal was weak into the system before, this solar storm is only going to make things that much more difficult for you.  Fortunately our system provides many repeater channels, each with coverage targeted for specific areas.  Using the system properly should keep you from suffering many of the effects of the solar storm...so you can simply enjoy the Northern Lights.

Schweitzer repeater update - EMS/Fire:

We continue to work on the Schweitzer repeater channel of the EMS/Fire radio system.  The problem is intermittent making it difficult to locate and isolate the source.

Until proper operation of the Schweitzer channel is restored, it is recommended that you use any of the remaining channels. As always, use the channel that provides the best coverage for the area in which you are currently operating. As a reminder, the other channels available on the system include:

  • Baldy
  • Hoodoo
  • Bonner County Courthouse

 

May 26th, 2011

The EMS/Fire repeater at Schweitzer is back in service as of 1320 today.

9-1-1 operators were verbally advised of problems with the repeater so as a precaution it was removed from service the night of May 25th. A complete check of the system indicates everything to be working properly.

The Sate of Idaho has tentative plans to replace the state communications building on Schweitzer Mountain this summer. The estimated time for beginning this process would be around the end of June and possibly continue through to October. The state technicians have advised steps will be taken to minimize downtime however there will be disruptions of service during this construction process. It appears any interruptions will primarily effect the Schweitzer EMS/Fire repeater. This notice is going out early while we wait for details in order to give everyone the maximum amount of time to prepare.

The Bonner County court house VHF EMS/Fire channel is back on the air.

The EMS/Fire Priest River channel is currently off the air due to interference issues. It will be back on as soon as a new frequency can be obtained.

The EMS/Fire Priest River and Courthouse channels are off the air. This problem is currently being worked on and an updated status will be provided when available.

October 18th, 2010

As of 9:00 AM on Tuesday, October 19th, 2010, there will be radio maintenance and repair on the EMS/Fire systems at the Baldy communication site. We do not foresee any channels going off the air. If status changes, we will notify all agencies as soon as is possible.

October 12th, 2010

Beginning October 13th, 2010, there will be site maintenance on the Schweitzer, Baldy, and Hoodoo communication sites. Down time is not anticipated, however, public safety agencies will be notified of a change in status.

As of September 1st, 2010, Bonner County 9-1-1 has switched over to the new primary VHF narrowband frequencies. In order to facilitate a smooth transition for all EMS/Fire agencies, 9-1-1 will monitor both systems until October 1st, 2010, after which the previously used VHF wideband primary channels will be removed from our system.

Hoodoo Maintenance:

The Hoodoo UHF/VHF repeaters will be down for maintenance between 0900 and 0910 on Sunday, September 12th, 2010.

Narrowband Reminder - VHF:

Between 08/25/10 and 09/03/10 maintenance will be performed on communication systems at the Baldy, Schweitzer, Samuels, and Hoodoo sites.

We expect to keep the disruptions of the primary channels to a minimum and to be able to put the primary channels back online within 3 to 4 minutes if an emergency arises. If disruptions to the primary channels are necessary we anticipate they would occur between 1100 to 1500 hours. Notification will given over the air at least 15 minutes prior to disrupting the channel.


Narrowband Update:

August 18th, 2010

For all Bonner County EMS / Fire / VHF users:
 
The county's primary dispatch VHF frequencies on the Hoodoo and Schweitzer Mountain sites are being replaced by different, and narrow banded, frequencies. This will mitigate the interference we have experienced on these primary channels (Dispatch North and Dispatch West) and comply with F.C.C. regulations. 
The time-line for these events are as follows:
 
08/18/10 - Notification to agencies - This will allow agencies to schedule technical contractors, if needed, to reprogram radios or install new ones.  
 
09/01/10 -  Bonner Comm will begin monitoring both old and new primary VHF frequencies to allow departments four weeks to reprogram, install, or otherwise transition to the new frequencies while not interfering with normal day to day operations. 
 
10/01/10 - The former Bonner County primary VHF wide band frequencies (Dispatch North and Dispatch West) will be taken off the air permanently. 
 

July 2nd, 2010

Between 07/07/10 and 07/10/10 maintenance will be performed on systems at the Baldy and Schweitzer communication sites.

Tentatively the Schweitzer site maintenance is set for 07/07/10 and
07/08/10 and the Baldy site maintenance is set for 07/09/10 and
07/10/10.

We expect to keep the disruptions of the primary channels to a minimum and to be able to put the primary channels back online within 3 to 4 minutes if an emergency arises. If it is necessary to disrupt the Schweitzer EMS/Fire channel for any period of time the Hoodoo EMS/Fire channel will remain available.  If it is necessary to disrupt the Baldy law channel for any period of time the Hoodoo and Samuels law channels will remain available.

If disruptions to the primary channels are necessary we anticipate they would occur between 1100 to 1500 hours. Notification will given over the air at least 15 minutes prior to disrupting the channel.

Maintenance & Repair - Notice

June 28th, 2010

Beginning Thursday, July 1st, 2010 and over the next two to three weeks we will be inspecting, troubleshooting, and if necessary making adjustments or repairs on both the Baldy Mountain and the Schweitzer Mountain communication sites. The exact times any channel may need to come down for repair, if needed, will fluctuate due to scheduling, weather, parts availability, and other emergencies that may occur with both communications and 9-1-1. As soon as the days, times, and hours of this work are firmed up you will be advised. Due to the Fourth of July holiday we will not attempt any non-emergency work from Saturday through Monday, July 5th. We do not foresee a need to disrupt any channels before Tuesday, July 6th, 2010.
